Tourist Authorities Expect 600,000 Tourists from Phuket Sandbox

The Tourism Authority of Thailand (TAT) has expected the Phuket reopening planned for 1 July would draw more than 600,000 foreign and local tourists to the resort island and generate a cash flow of about 15 billion baht in the next three months.

Phuket governor Narong Woonciew said the TAT predicted about 129,000 foreign tourist arrivals and 500,000 Thais will visit Phuket between July and September.

From 1 July, Phuket will waive quarantine requirements for foreign tourists who have been fully vaccinated against COVID-19 under the “Phuket Tourism Sandbox” model. The main goal is to be able to revive the local economy and prevent the spread of the pandemic at the same time. The model is being touted as a model for the reopening of the tourism industry.

Mr Narong added that all parties are speeding up preparations to ensure the reopening proceeds smoothly as planned, stressing that strict disease control measures must remain in place so that the province would not be put in a lockdown again.

Phuket ready for July reopening as 62% population vaccinated

Phuket province is now ready to go ahead with the Phuket Sandbox reopening to limited quarantine-free tourism for fully vaccinated international visitors. The province’s vaccine rollout is gaining speed with some 62% of the local population now having received at least one dose.

Phuket province is now just steps away from vaccinating 70% of its population, a target set to enable a safe reopening of the island province to international visitors.

According to a set of data from the Department of Disease Control, published by the Ministry of Higher Education, Science, Research and Innovation (MHESI), 339,773 people in Phuket or around 62.05% of the local population have already received the first jabs of COVID-19 vaccine, with 165,031 people or 30.14% the population fully vaccinated with both doses. The province must fully vaccinate another 218,277 people to achieve the 70% of population threshold.

Phuket’s vice governor Pichet Panapong, said today the province’s vaccine rollout covers Phuket residents, the non-registered population, and foreign workers.

Accommodation sites where 70% of staff members have been vaccinated are able to apply for the Amazing Thailand Safety Health Administration Plus (SHA+) certification, in order to welcome foreign travelers from 1st July. There are now around 300 SHA+ hotels in Phuket, ready for the province’s reopening.

Mr Pichet has assured the government the province is well prepared for the Sandbox campaign, from accommodation to the healthcare system, with disease screening and lab testing capacity both well prepared.

Politicians react to 120 day deadline for reopening of nation

The spokesperson to the economic body of the Center for COVID-19 Situation Administration (CCSA) has confirmed the government will tread carefully in its plan to reopen the nation in 120 days but acknowledged that some risk is inherent in the interests of returning to normalcy.

Secretary-General of the Prime Minister’s Office, Thanakorn Wangboonkongchana, as spokesperson to the economic body of the CCSA, voiced his belief confidence in the Prime Minister has risen despite attempts by certain groups to distort information and disorient the public. He stated his agreement with the PM’s plan for Thailand to welcome foreign tourists again in 120 days, saying it would benefit many in the country whose livelihoods depend on tourism. He asked that the wider public understand that a risk must be taken and that while some infections may occur, the government will be thorough in its handling of the situation.

Deputy Head of the Democrat Party and Advisor to the Minister of Agriculture and Agricultural Cooperatives Alongkorn Polabutr meanwhile, posted a statement to Facebook titled “Do Not Allow the Prime Minister to Unilaterally Set a Deadline of 120 Days to Reopen the Nation”. The post contains six suggestions, for all entities to be allowed to acquire foreign made COVID-19 vaccines, for more support for domestically manufactured vaccines, for an end to top-down administration through decentralization of power, for more public aid measures, for public support of the government towards establishing a Next Normal and for transparent administration that does not benefit any individual group or individual.

Leader of Seri Ruam Thai Party Pol Gen Seripisuth Temiyaves gave his opinion that the PM will not be able to reopen the nation in 120 days, pointing out that the government had declared it would end corruption two weeks prior and has yet to do so.

Thailand procuring COVID-19 vaccines from more manufacturers

The government is adjusting its COVID-19 vaccine procurement plan according to the situation, aiming to inoculate 50 million people, or 70 percent of the Thai population. Recently, the government began procuring COVID-19 vaccine doses from six more manufacturers.

Thailand is mainly using the AstraZeneca and Sinovac vaccines at this time. The government has secured 61 million AstraZeneca doses, the most used vaccine in the country, with support from Siam Bioscience, a manufacturing facility producing the AstraZeneca vaccine. Two batches, totalling 1,917,600 doses, have already been delivered, and another batch is to arrive today (June 16).

As for the Sinovac vaccine, 10 batches have arrived since February this year, totalling 7.5 million doses. The country received the latest batch of 1 million doses on June 10. The Ministry of Public Health plans to order 3 million or 5 million more Sinovac doses each month.

The Ministry of Public Health has also approved the order of 20 million doses of the Pfizer vaccine. Pfizer has submitted documents to register its vaccine with the Food and Drug Administration (FDA). It is now in the consideration process.

The fourth vaccine is the COVID-19 vaccine developed by Johnson & Johnson. The government has approved an order of 5 million doses of Johnson & Johnson’s single-shot vaccine, with the FDA having approved its registration in March.

The Sinopharm vaccine is the fifth vaccine. It is an alternative vaccine procured by the Chulabhorn Royal Academy (CRA). Agencies and organizations, such as local and provincial administrative organizations, can order the Sinopharm doses, which will be given to employees and local people without charge.

The sixth vaccine is from Moderna. It is an alternative vaccine procured by the Government Pharmaceutical Organization (GPO) for distribution to private hospitals. The Moderna vaccine registration has received FDA approval, and it is now going through a cost assessment.

In addition, KinGen Biotech has submitted documents to register the Sputnik V vaccine with the FDA, but it has yet to be approved due to insufficient information related to safety, quality and evidence of production. The FDA has notified the company about the issue on three occasions.

Cross-Border Payments on a Budget: Our Best Money-Saving Tips

A UN study from 2013 found that 3.2 per cent of the world’s population lives in countries other than the one they were born in, making a total of about 232 million expatriates around the globe. At the time, that was a significant increase from 175 million in 2000 and 154 million in 1990, so the trend is obviously on the up. Naturally, that creates a significant demand for cross-border payments.

Of course, it’s more than just expatriates who need this service. The globalised business landscape often makes it enticing to buy goods and services from companies overseas, even if you live in your home country. It’s no surprise, therefore, that cross-border payments were worth about $150 trillion in 2017, with that figure expected to rise by over $100 trillion by 2027.

So, being an essential part of everyday life for more and more people, the inevitable question is how you can get the best deal, minimising the admin and other costs so that the amount you need to send out of the country is kept to a minimum. Let’s take a look at some of the options.

Types of Cross-Border Payments

We have covered methods of sending money from Thailand to other countries in some significant detail before, but that article focuses on remittance, not overseas payments. Here, the available options are somewhat different. Generally speaking, you have five alternatives:

  • Paper cheques
  • Global ACH
  • Prepaid debit cards
  • PayPal
  • International wire transfers

Starting with the oldest system, paper cheques are indeed still a valid way of making an overseas transaction. In fact, it can be an especially economical option as there is generally no transaction fee. However, this approach inevitably comes with many disadvantages, not least of which is the time it takes for the cheque to travel by post from one country to the other and then be cashed and processed. Add in the fact that different countries have wildly varying levels of reliability when it comes to their postal services and you now have to factor in the risk that the cheque may never arrive at all.

Originally intended to replace cheques, global automated clearing house (ACH) systems are digital networks of financial institutions intended to process large numbers of low-value payments and transactions. They make it easier for banks to handle, for example, everyone paying their utility bills at the same time of each month. The problem here is that, for the most part, ACH systems are for domestic use and the number and scope of global systems is limited. Additionally, since they are intended to process transactions in batches, they are often slow and have a limit on the size of transactions they can handle.

Also known as cash cards, prepaid debit cards do provide quite a simple and straightforward option for making cross-border payments. These work functionally the same as PayPal – you transfer funds from your main account into a separate one that can be used overseas, either by physically being in another country in the case of the cards or through digital transfers with PayPal. However, both have their disadvantages, not least of which is the huge fees incurred through either method. The prepaid cards come with the added disadvantage that you need someone to be in the target country to physically make the transaction for you, making it effectively the same as just remitting cash to them to pay your bills there for you.

That leaves international wire transfers, which can be separated into a couple of sub-options:

Bank transfers vs money transfer companies

We have gone into how exactly remittance works in the past, covering the fact that using an international bank transfer through the SWIFT system is (somewhat ironically, given its name) often slow and expensive while the likes of DeeMoney makes it extremely easy and cost-effective. However, remittance is not the same as cross-border payments and the number of remittance companies offering this service is comparatively limited. That number does, however, include DeeMoney.

When it comes to actually saving money on cross-border payments, fintech is your friend. A 2016 report by The World Bank found that the tech being developed by money transfer companies had significantly lowered the cost of remittance, charging an average of just 6.26 per cent of the transaction compared to the 11 per cent fees charged by banks. This brought the overall average down to 7.4 per cent.

We could effectively end this article right here. This is undoubtedly the most significant cost-saving option when it comes to cross-border payments – the simple fact that fintech-backed money transfer companies like DeeMoney charge significantly less in fees than banks, PayPal and prepaid debit cards while being significantly faster and more convenient than using paper cheques and global ACHs. You can even save time and effort with the right company by setting up automation so that regularly repeating transactions like monthly bills are always paid on time without you having to think about them. However, the title says “tips” (with an ‘s’, making it plural), so we have to come up with at least one additional thing to consider.

Look out for all the fees (especially the hidden ones)

When it comes to making a payment for goods and services overseas, one potential consideration is whether you really are getting a better deal by shopping abroad than you would from buying in your native country. Factor in shipping, payment handling, import tax and everything else and you might find that, while the quoted price starts out lower, the end price may end up slightly higher.

Keep an eye on currency exchange rates

The unfortunate reality is that most bills and payments have a set deadline for when they must be completed. However, if you can introduce a degree of flexibility, you can potentially make some savings by only sending money overseas when the exchange rate is most favourable. As an example, if you have bills to pay in the UK but you live and earn your income in Thailand, wait for the pound to weaken or baht to strengthen (or both), meaning that the cost of the bill reduces relative to your income.

There are some noteworthy disadvantages with this, however. For starters, this option only works if you have a bank account in the country or currency you are making payments in. This may be fine for expatriates paying bills back home, but is less viable for businesses or one-off payments. Additionally, currency fluctuations are often hard to predict and very gradual, so you could end up waiting for months for the rate to improve only to be forced to send money at a very poor rate because the bill is coming due and you’ve run out of reserves in your UK account. It’s a bit of a gamble, in other words, and not especially reliable.

CCSA, Public Health Ministry, BMA jointly end confusion over COVID-19 vaccine

Prime Minister and Defense Minister, Gen. Prayut Chan-o-cha, has ordered Secretary-General of the National Security Council (NSC), Gen. Nattaphon Narkphanit, as Director of the Center for the COVID-19 Situation Administration’s (CCSA) Operations Center; the Department of Disease Control, and Governor of Bangkok, Pol. Gen. Aswin Kwanmuang, to hold a joint press conference to clarify issues related to COVID-19 vaccine availability to the general public.

Director-General of the Department of Disease Control, Dr. Opas Karnkawinpong, said today the Ministry of Public Health has been working in accordance with the government’s policy of providing COVID-19 vaccine doses to at least 50 million people, or 70 percent of the Thai population, so as to achieve herd immunity by the end of this year. So far, the government has acquired 8.1 million doses, 2.1 million of which are the AstraZeneca vaccine, while 6 million others are the Sinovac vaccine.

Currently, 6,188,124 vaccine doses have been administered in the country, with Bangkok having administered most doses at 1,716,394 doses, or 27.7 percent of the total. The doses have been given to different groups, including teachers, public transport drivers and workers, to help drive the economy.

This month, there have been at least two rounds of vaccine distribution. From June 7 to 20, some 3 million doses are being distributed nationwide. In Bangkok, Social Security offices have received 300,000 doses and 11 universities have received 150,000 doses. Some 1.1 million doses have been delivered to 76 provinces under the Mohpromt system. More doses are being prepared to deal with the outbreak.

In the second round, from June 21 to July 2, the government is to deliver 3.5 million more doses, to meet the target of distributing 6 million doses in June.

Pol. Gen. Aswin said the Ministry of Public Health delivered 500,000 doses to the BMA from June 7 to 14, 350,000 of which are the AstraZeneca vaccine. Some 182,000 doses are for people who registered via the Mohpromt platform, 52,000 doses are for those receiving their second shot, and 8,000 doses are for bedridden patients and elderly citizens in Bangkok. About 100,000 vaccine doses are for people who registered for a vaccination via the Thai Ruam Jai, Krungthep Plodpai (Thais United, Safe Bangkok) system. A portion of the vaccine is reserved. As for the Sinovac vaccine, 126,000 out of 150,000 doses are being administered. Another 240,000 doses are to be used for disease control and in emergencies.

Gen. Nattaphon insisted that this month’s plan to administer 6 million COVID-19 vaccine doses remains on track. Concerning the objective to inoculate 50 million people this year, the government is acquiring 8 million Sinovac doses, 61 million AstraZeneca doses, 20 million Pfizer doses and 5 million Johnson & Johnson doses. Because the Johnson & Johnson vaccine is a single-shot vaccine, 5 million doses are equivalent to 10 million doses. As a result, the government is to have 99 million doses in total.

Deputy Prime Minister and Public Health Minister, Anutin Charnvirakul said he had asked the BMA and the Department of Disease Control to provide details on ways to prevent issues of communication, as private hospitals may post their information on social media without checking with the BMA. This may lead to confusion, and the issue is being addressed.

Gen. Prayut said that there is political meddling in the issue of COVID-19, with efforts both to build awareness and distort facts. However, he respects both the government and the opposition, and will do his best to address problems and acquire more vaccines up until next year.

Post-Inoculation Deaths So Far Are Not Related to COVID-19 Vaccine

Thailand’s Department of Disease Control (DDC) has explained that 12 of the 28 deaths, following the administration of their COVID-19 vaccination, were not directly related to the inoculation, while 16 others are still under investigation.

DDC Emergency Disease and Health Hazards Control Division Director Dr. Chawetsan Namwat said 6,756,493 doses (4,982,313 Sinovac and 1,774,180 AstraZeneca) have been allocated to vaccination venues nationwide since April 28 and experts have found that COVID-19 vaccines had nothing to do with 12 of the deaths. They were defined as coincidental events.

He said determining the exact cause of death in each case was a time-consuming process and took into account the patients’ medical histories, autopsy reports and results of laboratory tests.

Dr. Chawetsan said the deaths were from severe undesirable conditions and were not a result of receiving the vaccine, adding that people can rest assured that the vaccines are safe.
