He added that those who travelled from provinces in the maximum control zone must present a certificate stating that they were permitted to travel by the provincial authority.

Exim Bank proposes loan measure to crippled airlines

The Export-Import Bank of Thailand (Exim Bank) plans to propose a loan measure to the Finance Ministry early next month to help crippled airlines retain staff.

Exim Bank President Pisit Serewiwattana said the proposal aims to beef up liquidity for these airlines by offering financial liquidity through loans.

He said the amount of loans will depend on the cost of hiring personnel for each airline, and loans will be principally offered to Thai-owned airline businesses.

Candidates can now apply to grow hemp

The Food and Drug Administration (FDA) will allow government agencies, private companies, farmers and the public to apply to grow hemp from January 29 after the Public Health Ministry removed the plant species from the category V narcotics list in November.

FDA vice Secretary-General Supattra Boonserm said people can apply to grow hemp for commercial, medical, educational, research or for traditional use.

She said hemp fibre and its oil extract are also allowed for use as material or ingredients in the textile, food and beverage, food supplementary, and cosmetics industries.

Thai manufacturers need to improve competitiveness in EU market

Thai manufacturers and exporters have to improve their competitiveness in the European market after the EU-Vietnam free-trade agreement (FTA) became effective in August 2020.

Trade Negotiations Department Director-General Auramon Supthaweethum said EU buyers may consider importing products from Vietnam instead of Thailand if they find cheaper goods there.

According to Mrs Auramon, Thai entrepreneurs need to speed up differentiating their products, focusing more on quality development and standards upgrades as well as optimizing export privileges from existing FTAs between Thailand and key partners.

Phuket governor Narong Woonciew has agreed to relax 14-day quarantine measures for visitors from Bangkok and 20 other provinces.

He said visitors from these provinces are required to strictly follow strict measures under the new normal, including wearing masks, avoiding crowds and observing their health.

TAT: ‘Vaccine passports’ could allow foreigners to visit Thailand without quarantine

According to the Tourism Authority of Thailand (TAT), foreigners who have been vaccinated against COVID-19 could be allowed to visit Thailand without the need to quarantine.

The tourism authority says so-called ‘vaccine passports’ would enable foreign tourists to stay in Thailand without needing to spend the first 14 days of their trip in an alternative state quarantine facility.

The ‘vaccine passports’ are one of a number of ideas suggested by TAT governor Yuthasak Supasorn in a bid to revive the country’s decimate tourism industry, which faces the prospect of one million workers left unemployed as a result of the pandemic.

Mr Supasorn said under the proposals, vaccinated tourists from the United States and Europe could start arriving in Thailand as early as March or April, with a focus on what would be the Easter holidays in Europe.

Tourists from China, Japan and South Korea would arrive later once restrictions on all but necessary travel had been lifted by the governments in those countries.

Mr Supasorn said that if the ‘vaccine passports’ get the approval he would expect 10 million tourists to visit the country in 2021.

Mr Supasorn added that TAT have already entered discussions with Emirates Airlines and Qatar Airways about offering tourists all inclusive packages. While details were not specified, it is presumed that the packages would enable vaccinated foreigners to travel to Thailand without restrictions or the need to enter quarantine.

TAT will also ask the tourism authorities in other ASEAN countries to adopt the ‘vaccine passport’ model in order to stimulate tourism across the region.

The news comes as two of Thailand’s largest hotel operators have urged the government to cancel the current Covid-19-quarantine rules for vaccinated visitors in a bid to revive the country’s tourism industry.

Pollution Control Department is warning residents of Bangkok and its neighbouring provinces

The Pollution Control Department is warning residents of Bangkok and its neighbouring provinces to brace for a drop in air quality, as changing wind patterns on Wednesday and Thursday are expected to trap PM 2.5 over the city.
Siwaporn Rangsiyanon, the department’s deputy spokesperson, said air quality in the capital and its vicinity has improved over the past several days, due to tighter controls on open-air burning and vehicle emissions. A change in wind direction also helped clear the smog from the city.
Ms Siwaporn added that a change in wind patterns will cause PM2.5 levels to shoot up tomorrow and Thursday. As such, the public is advised to avoid outdoor activities, especially the elderly, children, pregnant women and individuals with underlying medical conditions.

Interior Ministry Postpones Collection of Land and Building Tax of 2021

The Interior Ministry has ordered local government organizations nationwide to postpone the collection of land and building tax of 2021 for 2 months.
The order aims to alleviate the financial burden of people during a new wave of COVID-19 outbreak as the owners would have had to pay the tax within April.
This postponement will push the estimated price announcement of lands and buildings from January to March 2021, followed by dispatch of tax forms in April 2021, and deadline for paying tax at end of June 2021.
